Terms of Use

This page sets out the conditions governing access to and use of the iStrangr service.

🔞 Adults only. The Service is strictly reserved for users aged 18 and over. Access by minors is prohibited.

Article 1. Publisher Identification

iStrangr (the “Service”) is a random video and text chat matching service operated by an individual established in Belgium (the “Publisher”).

The Service is available at: https://istrangr.com.

In accordance with applicable Belgian law, the Publisher's full identification details are made available to competent authorities upon a legally valid request.

The Service is provided free of charge and does not require the creation of a user account.

Article 2. Acceptance of the Terms

Access to and use of the Service imply full, unconditional acceptance of these Terms of Use. If you do not agree to these Terms, you must stop using the Service immediately.

The Publisher may update these Terms at any time, in particular to comply with legal, regulatory, case law or technical developments. Any updated version becomes effective upon publication on the Service. Continued use of the Service after publication constitutes acceptance of the updated Terms.

Article 3. Access Conditions

3.1 Age requirement

The Service is strictly reserved for individual users aged 18 or over. By accessing the Service, you represent and warrant that you have reached that age. An age confirmation step is displayed when you click “Start”. This mechanism relies on the user's declaration and does not amount to a full identity check.

3.2 Personal and non-commercial use

The Service is provided for strictly personal and non-commercial purposes. Any commercial use, resale of access, or monetized exploitation of the Service without the Publisher's prior written consent is prohibited.

3.3 User technical responsibility

You remain solely responsible for your devices, internet connection, webcam, microphone and the security of your digital environment. The Publisher shall not be liable for technical issues arising from your own setup.

Article 4. User Conduct and Prohibited Content

When using the Service, you agree to comply with the conduct rules below. Any breach may lead to an immediate disconnection, temporary ban or long-term ban, without prejudice to possible civil or criminal action.

4.1 The following are notably prohibited

  • any child sexual abuse material or any content involving minors;
  • displaying genitalia or engaging in explicit sexual acts;
  • harassment, threats, insults, intimidation or defamatory statements;
  • hate speech, discriminatory content or incitement to violence;
  • terrorist or extremist propaganda;
  • identity theft or impersonation;
  • scams, phishing attempts or fraud;
  • circumventing moderation, banning or security systems;
  • using automated tools such as bots or scripts;
  • recording, capturing or distributing other users' communications without explicit consent;
  • disclosing other users' personal data without their consent.

4.2 Reporting

If you encounter manifestly unlawful content, especially any content involving minors, you must use the in-service reporting tool. You may also report to Child Focus or the Belgian online reporting point Point de contact Belgique.

Article 5. Nature of the Service and Random Matching

The Service connects users randomly and anonymously through peer-to-peer WebRTC connections. The Publisher does not guarantee the quality, relevance or behavior of other users.

Video and audio streams are established directly between users. The Publisher does not access the real-time audiovisual content of exchanges. You therefore use the Service with full awareness of its random nature and the inherent risks of interacting with third parties online.

Article 6. Moderation and Sanctions

The Publisher provides a reporting mechanism designed to identify inappropriate behavior. Reports may be reviewed manually or with internal moderation tools.

  • Immediate disconnection: interruption of the current session;
  • Temporary ban: exclusion from the Service for 7 days;
  • Long-duration ban: exclusion from the Service for 6 months.

Moderation measures may be based on IP address, technical signals and moderation history associated with a session or IP address. Where content may constitute a criminal offence, the Publisher may report it to the competent authorities.

Article 7. Limitation of Liability

To the extent permitted by applicable law, the Publisher acts as a technical intermediary for user-generated content and benefits from the liability regime applicable to that status.

The Publisher shall not be liable for:

  • users' statements, conduct or content;
  • direct or indirect damages resulting from use of the Service;
  • interruptions, downtime, bugs or malfunctions;
  • data loss or technical failures;
  • any use of the Service that breaches these Terms or applicable law.

The Service is provided “as is”, without any express or implied warranty of continuous availability, error-free operation or fitness for a particular purpose.

Article 8. Intellectual Property

All components of the Service, including source code, interface, design, texts, logos and graphic elements, are protected by intellectual property law and remain the exclusive property of the Publisher or its rights holders.

Any unauthorized reproduction, representation, adaptation, extraction or exploitation, in whole or in part, is prohibited.

User content, where applicable, remains the property of its respective authors. The Publisher does not claim ownership over such content and receives no license other than what is strictly necessary for the technical functioning of the Service when applicable.

Article 9. Personal Data

The processing of personal data is governed by the Privacy Policy, which forms an integral part of these Terms.

The competent supervisory authority in Belgium is the Data Protection Authority: www.autoriteprotectiondonnees.be.

Article 10. Digital Services Regulation

The Publisher provides a mechanism to report potentially unlawful content in accordance with the legal framework applicable to digital services within the European Union, including the Digital Services Act where applicable.

Reports are handled within reasonable timeframes. The Publisher cooperates with competent authorities when requests are lawful and properly grounded.

Article 11. Governing Law and Jurisdiction

These Terms are governed by Belgian law. In the event of a dispute relating to their interpretation, validity or performance, the parties shall first seek an amicable resolution.

Failing amicable settlement, the Belgian courts having subject-matter and territorial jurisdiction shall have exclusive jurisdiction, subject to mandatory consumer protection rules.
